France presents a new PFAS plan

On the same day that French MPs voted in favour of banning PFAS, particularly in cosmetics, from January 2026, the government published an “Interministerial Action Plan on PFAS”. This is a new version of the one presented in January 2023.

This action plan “aims to limit the risks associated with PFAS”, according to the government press release. It “organises the mobilisation of all public administrations and defines the Government’s policy for reducing the risks associated with PFAS as quickly as possible.”

It comprises 26 actions, divided into five areas:
• Acquire knowledge about emission measurement methods, dissemination and exposure
• Improve and strengthen monitoring and mobilise the resulting data to take action
• Reduce the risks associated with exposure to PFAS
• Innovate by involving economic players and supporting research
• Provide information to improve action

Cosmetics in the plan

Cosmetics are mentioned twice in this 46-page text, under Axis 3 - Reducing the risks associated with exposure to PFAS.

Action No. 10 consists of supporting at European level the procedure introduced under REACH proposing a broad restriction to control the risks associated with the manufacture, use or placing on the market of PFAS.
It is stated that “France supports the proposal for a broad restriction of PFAS introduced under REACH.”
