Hair dyes A160 and C183, Preservative HEPB: three requests for Opinions to SCCS

The safety of two hair dyes - 2-Methoxy-methyl-p-phenylenediamine (A160) and Tetrabromophenol Blue (C183) - as well as HEPB as preservative, will be re-assessed by the SCCS. The requests from the European Commission were published on Ocotber 25, 2018. The Scientific Committee has until February 2019 to give its Opinions.

2-Methoxy-methyl-p-phenylenediamine (A160)

Background

Submission I on the use of 2-Methoxy-methyl-p-phenylenediamine (CAS 337906-36-2) in oxidative hair dye formulations was transmitted by Cosmetics Europe in March 2012. In its corresponding Opinion, SCCS/1491/12, the SCCS concluded that “the use of 2-Methoxy-methyl-p-phenylenediamine and its sulfate salt as oxidative hair dye with a concentration on head of maximum 1.8% does not pose a risk to the health of the consumer, apart from its sensitising potential”.
With the current submission II, received in July 2018, the applicant requests to extend the use of this ingredient to oxidative eyelash colour products at 1.8% use concentration. The submission includes in particular additional data and considerations on eye irritation.

Questions to SCCS

In light of the data provided, does the SCCS consider 2-Methoxy-methyl-p-phenylenediamine and its sulfate salt (A160) safe when used in oxidative eyelash colour products at maximum in-use concentration of 1.8 %?

The SCCS approved this mandate during Plenary meeting on 24-25 October 2018.
