CPNP

Question
How will the connection between the CPNP and the customs services work? Will they have full access to the portal, just the notification number or all the information notified on the product? And does this mean that all products crossing the border will be checked in this way?

Hans Ingels’ answer
The link between the CPNP and the custom single window will require legislative changes. These can be made either in cosmetics regulations or in customs regulations. From what we understand from our colleagues on the customs side, changing the custom single window would be very complicated. And we’re not going to make an amendment to the Cosmetics Regulation now: it would have to go through Parliament and the Council, and by the time we have that discussion, we’ll have the results of the fitness check. So this is not going to happen very soon. There was also some reluctance in the group of experts, with some arguing that a product in the CPNP is not necessarily compliant. You can put a lot of things in the CPNP that aren’t checked, and that would be like a free ticket to the European market. So in its current form, …
