International news: Colombia bans animal tests for cosmetics

As part of its partnership with CosmeticOBS, Business France announces that the Colombian government has officially banned animal testing for the cosmetics industry. The draft law (264/2019S) adopted on 11 June 2020, aimed at banning the experimentation, import, export, manufacture and marketing of cosmetic products, their ingredients or combinations thereof that are subject to animal testing, became Law n°2047, promulgated on 10 August 2020.

The government also supports the development and application of alternative models validated by the international scientific community to avoid the use of animal testing in the cosmetics industry.

There are only two exceptions to the rule:
• When an ingredient has to be submitted to safety tests for health and/or environmental risks and when there are no alternative tests validated by the international scientific community
• Where the safety data generated by animal testing for an ingredient have been carried out for purposes other than cosmetics

There is a four-year period before the entry into force of this law.
