In India, the dossiers required for the registration of cosmetic products such as the delegation of power, the certificate of free sale or the manufacturing licence must be notarized or apostilled.
Given the current situation due to the Covid-19 pandemic, cosmetic companies are not in a position to comply with these administrative requirements.
On April 20, 2020, the Indian authorities (CDSCO) decided that they can now submit applications for registration with these self-certified documents and an undertaking that they will submit the notarized and/or apostilled documents with legal signature after obtaining them from the relevant authority.
These self-certified applications will be processed as they are received and if they are deemed satisfactory, registration may be granted on the condition that the company submits the notarized and/or apostilled documents obtained from the relevant authority after the situation has been normalized.
