Regulation 2024/996: restrictions on vitamin A, Arbutin and 6 endocrine disruptors

Règlement 2024/996 : restrictions pour la vitamine A, l'Arbutin et 6 perturbateurs endocriniens

Regulation 2024/996 of 3 April 2024, published in the Official Journal of the European Union on 4 April, amends Annexes II (prohibited substances), III (restricted ingredients), V (preservatives) and VI (UV filters) of European Cosmetics Regulation 1223/2009. It provides for restrictions on retinol and its derivatives, as well as on Arbutin and alpha-Arbutin and five substances identified as endocrine disruptors. It also bans the UV filter 4-Methylbenzylidene Camphor. It will apply from 31 December 2024.

### The key points of Regulation 2024/996

Applicable from 1st May 2025 for products placed on the market and 1st May 2026 for products made available on the market
• Prohibition of 4-Methylbenzylidene amphor
Applicable from 1st February 2025 for products placed on the market and 1st November 2025 for products made available on the market
• Restriction of Genistein at 0.007%
• Restriction of Daidzein at 0.02%
• Restriction of Kojic Acid at 1% in face and hand products
• Restriction of Alpha-Arbutin at 2% in face creams and 0.5% in body lotions
• Restriction of Arbutin at 7% in face creams
Applicable from 1st November 2025 for products placed on the market and 1st May 2027 for products made available on the market
• Restriction of Retinol, Retinyl Acetate and Retinyl Palmitate at 0.05% (Retinol Equivalent) in body lotions and à 0.3% in other products
Applicable from du 31 December 2024 for products placed on the market and du 31 October 2025 for products made available on the market
• Restriction of Triclocaban at 0.2% in all cosmetic products, with the exception of mouthwash - Forbidden in toothpaste intended for children under 6 years of age
