Regulatory news from the European Commission

It has become a regular rendez vous for cosmetic regulatory conferences and Salvatore D’Acunto doesn’t miss one. As every year, during the Cosmetic Valley Perfumes & Cosmetics Congress held in Chartres on 6 and 7 November 2019, the Head of Unit of DG Grow presented the current dossiers at the European Commission (CMR, nanos, endocrine disruptors, allergens…). And it is nothing to say that the schedule of deadlines is getting busy.

Looking back over the last twelve months

Since Salvatore D’Acunto’s last intervention before the same congress, four new Regulations have been adopted which have amended the appendices to the Cosmetics Regulation 1223/2009.
Regulation 2019/680 authorized a new UV filter, Phenylene bis-diphenyltriazine (S86).
Regulation 2019/681 prohibited the hair dye ingredient 2-Chloro-p-phenylenediamine, as well as its sulfate and dihydrochlorides salts.
Regulation 2019/698 introduced new restrictions for Climbazole (preservative and anti-dandruff agent).
Regulation 2019/831, the first Omnibus Act on CMRs, comprising more than 220 substances, was finally adopted in May and entered into force in June, amending Annexes II (prohibited substances), III (restricted substances) and V (preservatives).

Recent texts

Two Regulations have just recently been adopted and published in the Official Journal of the European Union.
Regulation 2019/1858 introduces a new preservative, Hydroxyethoxyphenyl Butanone (HEPB), into Annex V of the Cosmetics Regulation, with a maximum concentration of 0.7% for all types of cosmetic products.
