On 1 July 2023, the new restrictions laid down in Regulation 2022/2195 for BHT (antioxidant) and Acid Yellow 3 (hair dye) come into force. They apply to all new products placed on the market.
Published on 11 November 2022, Regulation 2022/2195 amends Annex III (restricted substances) of Cosmetics Regulation 1223/2009. It sets out new conditions of use for BHT and Acid Yellow.
From 1 July 2023, new products placed on the European Union market must therefore meet the following requirements.

It is the responsibility of manufacturers and Responsible Persons to take all appropriate measures to comply with these provisions.
Products already on the market that do not comply with these new restrictions must be withdrawn by 1st January 2024.
