Some news on the revision of the Cosmetics Regulation

Initially announced for before the summer, the European Commission’s proposal to revise Cosmetics Regulation 1223/2009 will not finally arrive until after the summer. This is because a number of points remain unresolved and discussions are still ongoing, as demonstrated by the round table organised by Cosmetics Europe at the opening of its annual conference, held in Brussels on 14 and 15 June 2023.

This round table, moderated by John Chave, Director-General of Cosmetics Europe, brought together three speakers:
• Hans Ingels, Head of Unit at the European Commission’s DG Grow
• Pelle Moos, Advisor to BEUC (the European Consumers’ Organisation)
• Isabelle Martin, President of Cosmetics Europe
This trio was set up to compare the positions of the regulator, consumers and industry on the “hot issues” still to be resolved in the revision of the Regulation. Vera Rogiers, Vice-President of the SCCS, also made her voice heard during the discussion…

In his introductory remarks, Hans Ingels gave a few general points and an overview of the deadlines: “What we are going to try to do is to adapt the Cosmetics Regulation to certain challenges we are facing, while retaining what works well. So you won’t see an overall revision, or a new Cosmetics Regulation, but a targeted provision in which we will try to take account of certain recent developments.
