The SCCS has just published its Opinions on hair dye cosmetic ingredients HC Yellow No.16 and HC Red No.18, adopted at the plenary meeting on 15 December 2015. These Opinions are open for comments until March 4, 2016.

HC Yellow No.16

Background
The new ingredient HC Yellow 16 (B123) is a non-reactive dye that will be used as a direct hair colouring agent up to 1.5% in non-oxidative as well as up to on-head concentration of 1% in oxidative hair dye formulations.

Opinion

1. In light of the data provided, does the SCCS consider HC Yellow 16 (B123) safe when used as a direct hair colouring agent up to 1.5% in non-oxidative as well as up to on-head concentration of 1% in oxidative hair dye formulations?

In the light of the data provided, SCCS considers that the use of HC Yellow No.16 (B123) as an ingredient at 1% in oxidative hair dye formulations and at 1.5% in non-oxidative hair dye formulations is safe.

2. Does the SCCS have any further scientific concerns with regard to the use of HC Yellow 16 (B123) in cosmetic products?

The purity of HC Yellow No.16 and impurities in it are not adequately quantified.
