Indigofera tinctoria, HC Blue 17: two requests for SCCS opinions

Two hair dyes are the topic of request for opinion by the SCCS. Indigofera tinctoria needs to be reviewed. For HC Blue 17, it is the first evaluation of a new substance.

Indigofera tinctoria

Indigofera tinctoria (CAS: 84775-63-3) is used as a hair dye at a maximum concentration on the head of 25%.
On the 23 April 2004, a first Opinion by experts committee required " a complete safety dossier" to the industry.

The SCCS is asked today to answer the following questions:
 1. Does SCCS consider Indigofera tinctoria safe for the consumers when used as a hair dye taken into account the scientific data provided?
 2. And/or does the SCCS recommend any further restrictions with regard to the use of Indigofera tinctoria in any hair dye formulations?

HC Blue 17

HC Blue 17 (CAS: 16517-75-2) is an ingredient which is newly introduced on the EU market. The responsible company is submitting a safety dossier for review by the SCCS. Industry requests use of this ingredient in oxidative and non–oxidative colouring products with a concentration on head of maximum of 2%.

The SCCS is asked today to answer the following questions:
 1. Does the SCCS consider HC Blue 17 safe for use as an oxidative and non-oxidative hair dye with a concentration on-head of maximum 2.0 % taken into account the scientific data provided?
 2. And/or does the SCCS recommend any further …
