Sprayable: the SCCS' clarification

A request for clarification had been made to the SCCS to clarify the term ‘sprayable’, which was used in three Opinions on nano ingredient safety (Carbon Black, Titanium Dioxide, Zinc Oxide). The experts have just given their answer, which was adopted at the 7th Plenary Meeting last September 23, 2014. And the three Opinions have been reviewed.

Background

At the last Standing Committee and Working Party on Cosmetic Products of the 26th of June, the Commission has presented legislative proposals for the nano forms of Carbon Black CI 77266, Titanium Oxide and Zinc Oxide based on the recent SCCS opinions. For these ingredients, the scientific conclusions clearly indicated that although these ingredients are considered safe for use, sprayable applications are of concern because of possible risks due to inhalation.

Member States asked a clarification by the SCCS for the meaning of the term 'sprayable applications/products', and also requested it to state which product types were concerned amongst aerosols (with propellant), sprays (spray bottles) and pump dispensers (single-dose cream).
