Chartres congress 2017: FEBEA’s Q&A (3/3)

Just like every year, to conclude the Chartres regulatory congress, the whole FEBEA team (French Federation of Beauty Companies) answered all sorts of questions prepared by the congress participants over the two days of conferences. After questions related to labelling, the INCI list, cosmetovigilance, animal testing, or the declaration of establishment, the session focused on safety assessment, the ingredients in the hot seat (nanos, CMRs…), and the new ISO standard on natural cosmetics.

Safety assessor diplomas
Is there a list of safety assessor diplomas outside Europe that is accepted by the French authorities? Are there lists for all European Union countries?
Outside Europe, France only accepts Swiss diplomas. Most of the other Member States have not used the legislative authorization provided for by the Cosmetics Regulation and have not set up any list.

Products that can lead to consumer lung exposure
What products should be considered as inhalable (sprays, loose powders, compact powders…)? Will a regulation like the one just published on zinc oxide be put in place for non-nano and colouring titanium dioxide, and if there will be one, when will it be published?
We do not know when. But due to the classification of titanium dioxide as regards inhalation, we can actually ask this question for anything potentially inhalable.
Sprays and loose powders are clearly to be considered inhalable. As for compact powders, the question remains as regards the moment of application.
As for the rest, the SCCS will need to make a decision on this classification. It should be said that it makes no difference between the nano and non-nano forms, or between the colourant and …
