Cosmetics regulations in Turkey

It was Vuranel Okay, of KTSD, the professional association that represents the cosmetics industry in Turkey, who presented the regulations governing cosmetics in this country at the International Cosmetics Congress organized by Business France and Cosmed in December 2015.

Cosmetics regulations have long existed in Turkey, as the first law on Public Health implemented in 1930 comprised a few articles dedicated to cosmetics. Then, after several additions and amendments, the first Directive specific to cosmetic products was adopted in 1979: according to the speaker, it was this directive that was used as a basis to draft the 1976 European Directive. This text was also repeatedly amended to be adapted to technical progress, and another law and a regulation were published in 1994. Again, the spirit and technical approach were the same as for the European Directive, except that at that time, the Turkish regulation provided for a registration and an authorization to be obtained before placing products on the market.

A new chapter was opened when Turkey was recognized as a candidate for entering the European Union. The negotiations launched resulted in particular in the publication in 2005 of a new cosmetics regulation, which replaced the registration system by a simple notification. And it is this text that is applied today, although the transposition of European Cosmetics Regulation 1223/2009 to the Turkish law is well under way.
