How can cosmetic innovation and regulation requirements be compatible?

This question is more and more essential for cosmetics manufacturers. It is heard in professional conferences/exhibitions as well as in Research and Development Departments. "How can we be innovative, creative, imagine new ideas and new products when the regulation is more and more stringent?" is the formulae designers’ complaint. This is exactly the topic of the XIth Scientific and Technical Exchanges Conference organized by the Cosmed association in Montpellier, SE France, on October 14, 2011.

In front of the new requirements of the regulation, especially when the new European Regulation on Cosmetics is enforced, the manufacturers’ complaints and concerns are increasing. With a recurring question: does innovation have yet a place thanks to its Annex I?

The Regulation N° 1223/2009, Annex I, titled "Cosmetic product safety report", in fact, encompasses a far larger concern. It will be mandatory on 11 July 2013. Its implementation will have important scientific and technical implications, about the formulation, microbiology, the product’s stability, the raw materials chemistry and their physical parameters, toxicology, the required medical tests … All these requirements,  written … and stringent,  may be a curb to innovation, as per the opinion of many actors of this industry.

The ways for innovation

The Cosmed Association, which has more than 600 SMEs members, all from the cosmetic industry, has organized this one-day conference on this very topic.
Several themes will be addressed to try to get answers.

This conference will not focus on the Regulation , as the organizer says, but will allow discussing on the scientific and technical problems that the manufacturers, which want to be creative, have to face.
