In keeping with what has become a yearly tradition at the Beyond Beauty trade show, FEBEA’s International Regulations Task Leader Anne-Marie Breton gave an overview of world regulations as they apply to cosmetics, pointing out changes and topics to track. For the 2014 instalment, we travel from Africa and the Middle East to Asia and Latin America.
‘ This world tour is not exhaustive ,’ Ms Breton points out, even though it includes several countries. Breton has already given an entire conference devoted to China alone . Without further ado, let’s set our sights on Africa and the Middle East.
Morocco
It’s a never-ending soap opera, ‘ This is season 8 at least! ’ jokes Anne-Marie Breton. Remember that Circular No. 48 DMP/20, published on 28 August 2012, prescribed the establishment of a prerequisite registration system for cosmetic products. It would be modelled on the European system but would not have been well understood.
The outcome: a multitude of documents must be supplied and a Cosmetology Committee will be created to examine the files (with lead times that impact product marketing dates). No date was set initially for the circular to take effect, but major practical difficulties are expected for export companies.
FEBEA, France’s Federation of Beauty Companies, undertook several actions after the circular was published: it referred the case to Bercy (Directorate-General of the Treasury, Directorate-General of Competitiveness, Industry, and Services) and to the French embassy in Rabat.
