The latest details to prepare for the upcoming allergen labelling

Valérie Masini Étévé, from L’Oréal’s Governmental, Scientific and Regulatory Affairs Department, and Christophe Peres, Head of Perfume Analytical Research at Chanel, gave an update on the progress of the upcoming allergen labelling at the 20th Cosmetic Valley Perfumes & Cosmetics Congress. A subject that still constitutes a major challenge for the cosmetics industry, which nevertheless has some new elements to prepare for it.

In 2021, Valérie Masini Étévé presented the 5th version of the draft regulation on allergen labelling, of which she recalled the most important points:
• A mandatory labelling on the packaging
• Transition periods of three years for the marketing of new products with compliant labelling and five years for the placing on the market (and therefore the withdrawal of products whose labelling is no longer compliant)

In response to a question from the audience after her speech, the speaker confirmed that, although the modalities of digital labelling are being discussed at European Commission level in a framework much like that of allergens, the system could possibly be applicable to them in the future. However, as things stand at present, it is their labelling on the packaging that is planned.

An important step was taken in September 2022 with the publication of the latest draft and its notification to the WTO (World Trade Organisation). The key elements of the text have not changed and it is therefore expected to be adopted in the spring of 2023, which would bring the deadlines for the transition periods to the second quarter of 2026 for products placed on the market and 2028 for …
