ECHA's RAC validates CMR classification for several cosmetic ingredients

On 5 December 2024, the European Chemicals Agency (ECHA) reviewed the latest meetings of its Scientific Committees. On the agenda: six opinions from the CER (Committee for Risk Assessment) on proposed CLH classifications affecting ingredients that may be used in cosmetics.

Acetophenone

Acetophenone (No.CAS: 98-86-2; No.EC: 202-708-7; INCI: Acetophenone) is an ingredient listed in the Cosing, with the function: Fragrance.
It is not currently regulated by Cosmetics Regulation 1223/2009.
It is listed in Annex VI/606-042-00-1 of CLP Regulation 1272/2008, with the following classifications:
• Acute Tox. 4*, H302 - Harmful if swallowed;
• Eye Irrit. 2, H319 - Causes serious eye irritation.
The proposal by Spain
Spain proposed:
• to add the classification Repr. 1B, H360FD - May damage fertility; May damage the unborn child;
• to add the classification STOT SE 3, H336 - May cause drowsiness or dizziness;
• to remove the classification Acute Tox. 4*, H302 - Harmful if swallowed.
The RAC opinion
RAC agreed to the proposal by Spain.

Nitromethane

Nitromethane (CAS No.75-52-5; EC No.200-876-6 ; INCI: Nitromethane) is an ingredient listed in the Cosing, with the function: Anticorrosive.
It is currently regulated by Annex III/18 of European Cosmetics Regulation 1223/2009, which limits its maximum concentration in finished products to 0.3%.
It is listed in Annex VI/609-036-00-7 of European CLP Regulation 1272/2008, with the following classifications:
• Flam. Liq. 3, H226 - Flammable liquid and vapour;
• Acute Tox. 4*, H302 - Harmful if swallowed.
