On 16 October 2024, the European Chemicals Agency (ECHA) published the Belgium’s intention of an harmonised classification and labelling (CLH) for Formyl Morpholine, a solvent that can be used in cosmetics.
4-morpholinecarbaldehyde (CAS No.4394-85-8, CE No.224-518-3, INCI: Formyl Morpholine) is an ingredient listed in the Cosing, with the function: Solvent.
The substance is not currently regulated by European Cosmetics Regulation 1223/2009, nor is it listed in Annex VI of European CLP Regulation 1272/2008.
Belgium intends to propose the following classification:
• Skin Sens. 1B, H317 - May cause an allergic skin reaction.
