In its “Whereas”, the text of this Regulation recalls that the new provisions it contains are the consequence of proposals to introduce, update or delete harmonised classification and labelling of certain substances which have been submitted to the European Chemicals Agency (ECHA).
Based on the opinions on those proposals issued by the Committee for Risk Assessment of the Agency (RAC), as well as on the comments received from the parties concerned, the harmonised classifications and labelling of several substances, 11 of which may be used in cosmetic products, have therefore been modified for two of them or added for nine others.
This Regulation shall apply from 1st March 2022.
