CLH proposals: 2 cosmetic ingredients in consultation

Propositions CLH : 2 ingrédients cosmétiques en consultation

The European Chemicals Agency (ECHA) just launched two consultations on proposals for harmonised classification and labelling. One concerns Triethylene Glycol Dimethacrylate, the other Resorcinol. Both consultations are open until 5 February 2021. Details and decryption.

Triethylene Glycol Dimethacrylate

2,2’-ethylenedioxydiethyl dimethacrylate (INCI: Triethylene Glycol Dimethacrylate; CAS: 109-16-0; CE: 203-652-6) is currently not included in CLP Regulation 1272/2008 and is not regulated by Cosmetics Regulation 1223/2009. It is listed in the CosIng with the function of nail conditioner.
Finland proposes to classify the substance in Skin Sens. 1B - H317 (May cause an allergic skin reaction), with the pictogram and the warning statement: GHS07 - Wng (Warning).

Resorcinol

1,3-benzenediol (INCI: Resorcinol; CAS: 108-46-3; CE: 203-585-2) listed by the CosIng as an antioxidant, denaturant, hair dyeing and perfuming agent, currently appears in Annex III (restricted substances), entry 22, to the Cosmetics Regulation 1223/2009. It is authorised as a hair dye substance in oxidative hair dye products and in products intended for colouring eyelashes (for professional use only) at a maximum concentration of 1.25%, as well as in hair lotions and shampoos up to 0.5%.
It is also listed in Annex VI to CLP Regulation 1272/2008, entry 604-010-00-1, with the following classifications, together with the pictograms GHS07 and GHS09 and the warning statement: Wng (Warning):
