The regulation 2015/1190 of 20 July 2015 is amending Annex III to Cosmetics Regulation 1223/2009, dedicated to restricted substances. Nine hair dye ingredients are added, with limitations of the maximum concentrations and mandatory warnings to lower the risks of sensitisation. New provisions are also added for the conditions of use of thioglycolic acid and its salts.
This new regulation is a consequence of the overall safety assessment strategy for hair dye substances carried out pas the European Commission several years ago. Following the opinions of CSSC, the maximum concentrations of nine hair dye substances are limited and warnings should be printed on their labels to inform the consumer about possible sensitisation.
Substances added in Annex III to Cosmetics Regulation 1223/2009:

• HC Blue n° 15
• Acid Green 25
• Acid Violet 43
• 2-Methoxymethyl-p-phenylenediamine and 2-Methoxymethyl-p-phenylenediamine sulfate
• Hydroxyanthraquinone-aminopropyl methyl morpholinium methosulfate
• Disperse Red 17
• Acid Black 1
• Pigment Red 57
The conditions of use thioglycolic acid and its salts are also amended for products intended for eyelash waving and for use as depilatories.
These measures shall apply from 10 August 2015 for thioglycolic acid and its salts and from 10 August 2016 for hair dyes substances.
