The revision of the Cosmetics Regulation: we're still talking about it (?)

The CEAC (Cosmetics Europe Annual Conference), held in Brussels on 19 and 20 June 2024, had the revision of the Cosmetics Regulation on its agenda (we almost feel like saying: as usual or once again). The aim was to discuss the European Commission’s proposal. Alas: the proposal is still not there! But Hans Ingels, Head of the Unit in charge of cosmetics at the European Commission, was on hand to explain the situation and outline the prospects for the future.

The proposal for the revision of the Cosmetics Regulation is a bit like the Loch Ness monster. Some people claim to have seen it, but no one has ever been able to prove its existence,“ quipped John Chave, Cosmetics Europe’s Director General, at the opening of the conference. *“When we planned this session, we really thought that the proposal would be on the table and that the details would be discussed, but that’s not the case,” he said, handing over to Hans Ingels, with the main question: so, where do we stand?

What happened with the Cosmetic Product Regulation? We’ve been working on this for nearly three years now. As you may remember, it was one of the actions planned as part of the chemicals strategy. The Cosmetics Regulation should first be revised to cover endocrine disrupters. We also examined other potentially more harmful substances, the so-called generic risk approach, and the assessment of mixtures. There was also the aspect of scientific assessment by committees, with “one substance, one assessment”. This is the mandate we received in 2020.
