Safety assessor: the diplomas required in France

Regulation 1223/2009 provides that the person in charge of the safety report on a cosmetic product must hold certain diplomas or “a course recognized as equivalent by a Member State”. This is the point that a Decree, published in the French Official Journal on 17 March 2015, clarifies.

According to the terms of Cosmetics Regulation 1223/2009, “the safety assessmentof the cosmetic product (…) is carried out by a person in possession of a diploma or other evidence of formal qualifications awarded on completion of a university course of theoretical and practical study in pharmacy, toxicology, medicine or a similar discipline, or a course recognized as equivalent by a Member State.”

The Decree of 25 February 2015 on professional qualification of safety assessors for cosmetic products published in the Official Journal on 17 March 2015, aims to give a definition of the courses recognised as equivalent to diplomas required.

It actually gives an exhaustive list:
1. French State Diploma of Veterinary Doctor, State Diploma of veterinary surgeon or one of the diplomas, certificates or titles of veterinary surgeon issued by the other Member States of the European Union, the Member States parties to the Agreement on the European Economic Area or the Confederation Swiss.
2. French national doctoral degree or one of the diplomas, certificates or titles comparable in level to the French doctorate awarded by the other Member States of the European Union, the States Parties to the Agreement on the European Economic Area or the Swiss Confederation, …
