Brazil updates its list of authorised preservatives

On 13 September 2021, Brazil notified the WTO of its Resolution No.528, adopted on 4 August to internalise Mercosur Resolution No.35/20, which establishes the list of “substances with preservative action authorised for personal care products, cosmetics and perfumes”. This list, which is very similar to Annex V of the European Regulation 1223/2009 on cosmetic products, is however not totally identical, authorising some substances that are banned in Europe or providing for different conditions of use for others…

The list of authorised preservatives in Brazil now has a total of 60 entries. Based on the European model, it includes 45 entries that are completely identical to the list in Annex V (authorised preservatives) of Regulation 1223/2009.
But it also includes four substances that are not authorised in Europe: TEA-Sorbate, Phenethyl Alcohol, Chlorothymol and Hydroxyethoxyphenyl Butanone.
Conversely, it does not include three substances that are listed in Annex V: Thimerosal, Phenyl Mercuric Acetate/Phenyl Mercuric Benzoate and Zinc Pyrithione.
Finally, the conditions of use of five substances are more or less different, notably Salicylic Acid, Methylisothiazolinone or Triclosan.
