Methyl-n-methylanthranilate, HAA299: le Royaume-Uni s'aligne sur l'Europe

The United Kingdom has just notified the WTO of its proposed revision of the Cosmetics Regulation as it applies in the UK (England, Wales, Scotland). The aim is to align the conditions of use of two ingredients, Methyl-n-Methylanthranilate (a fragrance ingredient) and the UV filter Bis-(Diethylaminohydroxybenzoyl Benzoyl) Piperazine (HAA299) with those already in force in the European Union.

Both of these ingredients will see their conditions of use change in the UK.

Methyl-n-Methylanthranilate

Methyl-n-Methylanthranilate (CAS 85-91-6) will be allowed up to 0.1% in leave-on products and 0.2% in rinse-off products.
In leave-on products, it will be prohibited in sunscreen products and products marketed for exposure to natural or artificial UV light.
In any case, it should not be used with nitrosating agents and should be kept in nitrite-free containers. The maximum nitrosamines content is set at 50 μg/kg. This measure is scheduled to come into force on 6 July 2024 for products placed on the market, and on 6 July 2026 for products made available on the market.
The same provisions are fully applicable from 21 November 2022 in Europe.

Bis-(Diethylaminohydroxybenzoyl Benzoyl) Piperazine (HAA299)

Bis-(Diethylaminohydroxybenzoyl Benzoyl) Piperazine (CAS 919803-06-8) will be added to the list of authorised UV filters with the following conditions:
• Maximum concentration for the non-nano form and for the nano form: 10%
• In case of combined use of the non-nano form and the nano form, the sum shall not exceed 10%
• Only nanomaterials having the following characteristics are allowed:
