The 22nd edition of the Congress on Regulatory Issues Fragrance & Cosmetics, organised by the Cosmetic Valley, was held in Chartres (France) on 20 and 21 November 2024. The revision of the Cosmetics Regulation is dead… but not necessarily buried
Hans Ingels, Head of the Bioeconomy, Chemical Industries and Cosmetics Unit at the European Commission, came as usual to present the progress of European work.
“I have spoken to you several times about the proposed revision of the Cosmetics Regulation. In the end, this project came to nothing, and it is highly unlikely that it will happen in the future,” he announced. “All the slides from my presentations on the subject last year and the year before can go in the bin.”
What has been decided, however, is the organisation of an evaluation of the functioning of the whole text of the Regulation (a “fitness check”), starting with a public consultation around spring 2025, followed by publication of the results of the evaluation in the second quarter of 2026.
What happens next? “Everything will depend on the conclusions of the assessment”, said Hans Ingels, before outlining a number of possible avenues (to be found in the article on this subject - soon online).
