The publication of European Regulation 2023/1545 lays down labelling obligations for 80 substances recognised as fragrance allergens from July 2026. To ensure that companies comply with these new rules, Cosmetics Europe has produced a practical guide with examples and advice.

The aim of this guide is to help companies understand and correctly interpret fragrance allergen labelling requirements and adapt their practices to ensure continued compliance, says Cosmetics Europe.

It lists the different possible sources of allergens, explains the principle of grouping INCI names, details the organisation of the new entries in Annex III of the Cosmetics Regulation, and gives concrete examples of how and when these substances should be mentioned in the list of ingredients.

Finally, an annex is devoted to the impact of these new requirements on international markets, whether for countries whose regulations are aligned with those in Europe, for those who do not require allergen labelling or for those who prohibit it…
