Cosmetics and packaging regulations: dangerous links?

Cosmetic packaging, especially plastic packaging, is a problem for manufacturers today. Especially since the entry into force of the European Cosmetics Regulation 1223/2009 which integrates it in its entirety. And the product safety report drawn up in accordance with Annex I, which must contain extensive information on the packaging material in contact with the cosmetic product. Martine Jouannic, from JM conseil, came to the 38th Matinales de la Cosmétique to give a complete technical update on this subject.

The Matinales de la Cosmétique, organised by Sylvain-Romain Cotte ( SRC Consulting ), bring together cosmetics professionals each month around a breakfast and a current theme. For this session devoted to cosmetic packaging, the assistance gathered suppliers of finished packaging and regulatory consultants as well as Cosmetics manufacturers, represented by their development project manager or packaging homologator. The opportunity for the participants to exchange their different points of view and experiences with the other party and to feed a rich debate that is far from over.

The regulations

In the first part of her presentation, Martine Jouannic listed the regulatory texts governing packaging and container/content interactions.

Regulation 1223/2009 on cosmetic products
It shall apply from 11 July 2013. For packaging, the following are particularly concerned: - Article 15 on substances classified as CMR. - Article 16 on nanomaterials . Paragraph 1. "For any cosmetic product containing nanomaterials, a level of protection of human health is guaranteed. In this regard, the intervener anticipates that"the the definition of nanomaterials in cosmetic products will certainly evolve from that currently formulated in the Regulation ". - Article 17 on traces of prohibited substances .
