Cosmetics: when standards are enforced

ISO 24442, 24443 and 24444 to measure sunscreen factors, ISO 22716 for the GMP … standards are more and more present in the cosmetic world, and, sometimes, become even the legally-binding regulatory reference. The trend will increase, thanks to the standardization works and the projects under development. Aurélie Lolia, from the French AFNOR, gave a conference on this topic during the 13th Regulatory Meetings, organized by Cosmed.

AFNOR (Association Française de Normalisation - the French Association for Standardization) is a French association – non-profit organization (after the French so-called 1901 Law), with four major areas of expertise:
• standardization,
• certification,
• providing solutions and services for technical and professional information,
• training.
In the standardization sector, the group has several responsibilities:
• leading the standardization system, thanks to its 23 standardization setting bodies, the public authorities, and a 20,000 expert-network. Within this frame, AFNOR records the needs for standardization, prepares standardization strategies, coordinates action programs…,
• participation with the European and international standardization systems,
• organization of public enquiries,
• approval, spreading and promotion of standards.

Standard and standardization: why and how

A standard is “a technical specification approved by a recognized standardization body for repeated or continuous application, with which compliance is not compulsory" (European Directive 98/34).

However, a standard may be defined after the wording of … a standard (EN 45020), as “a document established by consensus and approved by a recognized body that provides for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a given context.”
