CLP's 14th ATP: TiO2 officially classified as Carcinogen 2

Delegated Regulation (EU) 2020/217, adopted on 4 October 2019, has just been published on 18 February 2020. It is the 14th ATP (Adaptation to technical and scientific progress) of the CLP Regulation (Classification, Labelling and Packaging of Substances). It covers a total of six ingredients that can be used in cosmetic products, including titanium dioxide, which therefore officially becomes a carcinogen category 2 by inhalation.

Article updated on 17 June 2021, to take account of the Corrigendum published in the Official Journal of the European Union amending the number of the entry in Annex VI for Titanium Dioxide.

In its “Whereas”, the text of this Regulation recalls that the new provisions it contains are the consequence of proposals to introduce, update or delete harmonised classification and labelling of certain substances which have been submitted to the European Chemicals Agency (ECHA).
Based on the opinions on those proposals issued by the Committee for Risk Assessment of the Agency (RAC), as well as on the comments received from the parties concerned, the harmonised classifications and labelling of several substances, six of which may be used in cosmetic products, have therefore been modified or added.
