Preparing the Octocrylene restriction: a call for contributions from Anses

On 15 November 2023, the European Chemicals Agency (ECHA) announced the launch of a call for comments and evidence as part of the Anses’ Regulatory Management Option Analysis (RMOA) on Octocrylene. The information received will be used to prepare the Annex XV (REACH) restriction dossier being prepared by the French agency. This consultation is open until 10 January 2024.

Octocrilene (CAS No.6197-30-4; EC No.228-250-8; INCI: Octocrylene) is a UV-filter that can be used in various consumer products, including cosmetics (perfumes, fragrances, sunscreens…) as well as by professional workers. It can be used for its UV filter/absorber properties and stabilization properties.

A French RMOA (Regulatory Management Option Analysis) was performed by ANSES (French Agency for Food, Environmental and Occupational Health & Safety) with the objective to decide if there is a need for regulatory risk management action at an EU level for Octocrylene. In this RMOA ANSES concluded that the most appropriate risk management option for the substance is a REACH restriction dossier (Article 69.4), to address environmental risks that are not adequately controlled.

Consequently, France is currently preparing an Annex XV restriction dossier on Octocrylene to be submitted to ECHA in October 2024. The information gathered through this call for evidence will be used to build this dossier and document the feasibility of alternatives and socio-economic impacts of restricting uses of the substance under REACH.
