On 7 January 2025, Brazil notified a draft Resolution designed to update the list of substances banned for use in personal hygiene products, cosmetics and perfumes. A 60-day consultation was opened.
The notified modifications are divided into three parts.
New entries
13 new entries have been added, covering a total of 28 substances.
They include:
• Boric acid, its salts and esters
• Polyurethane-18 and -19
• Diaminotoluene
• Butylphenyl Methylpropional
• Hydroxyisohexyl 3-Cyclohexene Carboxaldehyde
All are already listed in Annex II (prohibited substances) of European Cosmetics Regulation 1223/2009.
Modified entries
The wording of entries 178 (4-Benzyloxyphenol / 4-ethoxyphenol) and 221 (Mercury and mercury compounds) has been slightly modified.
Deleted entries
Five entries have been deleted or moved (in line with Annex II of Regulation 1223/2009), involving:
• p-Hydroxyanisol
• Benzoyl Peroxide
• Methyl Eugenol
• Hydroquinone
• Azelaic Acid
Consultation on these draft amendments is open until 7 March 2025.
A period of 12 months after publication of the text is allowed for products to comply.
