On 29 January 2025, the European Chemicals Agency (ECHA) announced Austria’s intention to propose an amendment to the harmonised classification and labelling (CLH) of sodium Chlorate, due to its endocrine-disrupting properties for human health.
Sodium chlorate (CAS No.7775-09-9, EC No.231-887-4, INCI: Sodium Chlorate) is an ingredient listed in Cosing, with the following functions: Deodorant, Oxidising.
The substance is currently listed in Annex III/6 (Restricted Substances) of European Cosmetics Regulation 1223/2009, which limits its maximum concentration to 5% in toothpastes and 3% in other products.
It is also listed in Annex VI/017-005-00-9 of the European CLP Regulation 1272/2008, with the following classifications:
• Ox. Sol. 1, H271 - May cause fire or explosion; strong oxidiser
• Acute Tox. 3, H301 - oxic if swallowed
Austria intends to propose adding a CLH classification for Sodium Chlorate as an endocrine disruptor for human health.
If the process is completed, Sodium Chlorate could be classified as an endocrine disruptor, and its use in cosmetic products in Europe could be compromised.
