Cosmetic ingredients under the spotlight of the European Commission

During the Cosmetics Europe Annual Conference, held on 15-16 June 2022, Rizos-Georgios Manikas, DG Grow’s Scientific and Policy Officer, gave an update on the cosmetic ingredients that are currently in the European Commission’s line of sight, with details on the progress of work and the precise timetable of what remains to come in terms of risk management. On the agenda: endocrine disruptors, CMRs, salicylates, Titanium Dioxide, and the numerous consequences of the ongoing revisions of the REACH, CLP, and Cosmetics Regulations.

Progress of the work

The European Commission’s work on endocrine disruptors was initiated several years ago.

2018
A “fitness check” to assess the quality of the regulations with regard to the management of endocrine disruptors has been launched. The conclusion is now well known: even if it does not contain specific rules for this type of ingredient, the Cosmetics Regulation has all the tools to ensure human health, including for substances with endocrine disrupting properties. The REACH Regulation, on the other hand, addresses environmental concerns. However, at the request of certain Member States, the Commission is committed to having the safety of the main substances suspected of acting as endocrine disruptors assessed by the SCCS (Scientific Committee on Consumer Safety). A first request for information is being organised at the end of the year.

2019
On the basis of the information collected, a list of 28 substances to be assessed as a priority is drawn up and then divided into two groups: group A lists the highest priority substances and group B those to be considered at a later stage.
