They are required for exporting cosmetic products to many countries outside the European Union. Their issue, previously handled by the ANSM, will now be the responsibility of the DGCCRF. Decree No.2024-1250, published in the Journal Officiel de la République Française on 31 December 2024, sets out the terms and dates of this transfer of responsibilities, as well as the consumer information procedures for bulk sales.
GMP certificates
This text officially designates the DGCCRF as the competent authority for issuing certificates attesting to compliance with good manufacturing practice for the export of cosmetic products to countries that are neither members of the European Union nor parties to the Agreement on the European Economic Area.
It specifies the procedures for transferring the task of issuing these certificates from the ANSM to the DGCCRF.
It states that this transfer will take effect on 1 March 2025 and that the ANSM will issue until 31 March 2025 the applications it receives up to 28 February 2025.
It also amends the conditions for obtaining certificates, stating that the application must be accompanied by a certificate issued by a certification body attesting to compliance with good manufacturing practice.
The examination and issuing procedures are to be defined by an order of the Minister responsible for consumer affairs.
Information in the case of bulk sales
The same Decree also specifies how consumers are to be informed when cosmetics are sold in bulk.
