ECHA: RAC Opinions on classification of 4 "cosmetic" ingredients

ECHA : Opinions du CER sur la classification de 4 ingrédients "cosmétiques"

The Risk Assessment Committee (RAC) of the European Chemicals Agency (ECHA) has just adopted its Opinions on the classification and harmonised labelling of 10 chemical substances. Among them, four can be used in cosmetics.

Methylenedioxyphenyl Methylpropanal

α-methyl-1,3-benzodioxole-5-propionaldehyde (CAS: 1205-17-0 - CE: 204-498-2 - INCI: Methylenedioxyphenyl Methylpropanal) is listed in the CosIng with the function of “Perfuming”. It is currently not regulated by the Cosmetics Regulation 1223/2009 and is not listed in Annex VI of the CLP Regulation.

RAC agreed to Denmark’s proposal to classify Helional as substances that may cause an allergic skin reaction (Skin Sens. 1B; H317 - May cause an allergic skin reaction).

Propyl Gallate

Propyl 3,4,5-trihydroxybenzoate (CAS: 121-79-9 - CE: 204-498-2 - INCI: Propyl gallate) is currently listed in Annex VI, entry 607-198-00-3 to the CLP Regulation with the classifications Acute Tox. 4* - H302 (Harmful if swallowed) and Skin Sens. 1 - H317 (May cause an allergic skin reaction).
It is not regulated by Cosmetics Regulation 1223/2009.
It is listed in the CosIng with the functions of antioxidant and perfuming.

RAC agreed to Germany’s proposal to add an ATE=1 700 mg/kg bw to the acute toxicity classification (Acute Tox. 4; H302 - Harmful if swallowed) and to classify the substance as very toxic to aquatic life (Aquatic Acute 1; H400 - Very toxic to aquatic life, M=1) and very toxic to aquatic life with long-lasting effects (Aquatic Chronic 1; H410 …
