Following the update of the 3-Year Action Plan for the evaluation of chemical substances (CoRAP), after the REACH Regulation, the French Ministry of Ecology has just released an opinion for the economic actors. Reminder of the principles of this evaluation, and of the obligations for the companies: this opinion has been released in the Journal Officiel de le République Française (JORF), on 15 May 2013.
The opinion text
On 29 February 2012, the European Chemicals Agency (ECHA) has released its first 3-Year Action Plan for the evaluation of the chemical substances, after the Regulation (EU) 1907/2006, so-called REACH (read the notice in the 15 March 2012 JORF issue).
This action plan, also known as CoRAP, after its English acronym, has been updated on 20 March 2013: 62 more substances are listed atop of the 53 that were already in the list of substances to be evaluated by the Member States of the European Union, as per the CoRAP, for the 2013-2015 period.

Keep in mind that the REACH Regulation, implemented on 1 June 2007, requires that four procedures be applied:

registration: any manufacturer or importer of chemical substances shall supply a registration dossier for every one of the substances he manufactures or imports on the European market at more than a metric tonne per annum;
•
authorization: some substances are subject to authorization for use, when of very high concern. The involved substances are listed in the Annex XIV of the Regulation;
