The European Commission proposes a 12-month postponement of the "Deforestation-free" Regulation

Regulation (EU) 2023/1115, which aims to protect the world’s forests and has an impact on a number of cosmetic ingredients, such as those made from cocoa, coffee, palm oil or soya, was published in June 2023 and is due to come into force on 30 December 2024. The European Commission has just proposed a one-year extension to prepare for its implementation.

In a press release dated 2 October 2024, the European Commission explains that “given the [Reegulation]’s novel character, the swift calendar, and the variety of international stakeholders involved, [it] considers that a 12-month additional time to phase in the system is a balanced solution to support operators around the world in securing a smooth implementation from the start.” It also ensures that this proposal “in no way puts into question the objectives or the substance of the law.”
If approved by the European Parliament and the Council, it would make the law applicable on 30 December 2025 for large companies and 30 June 2026 for micro- and small enterprises.
The Commission invites the European Parliament and the Council to adopt the proposal for an extended implementation period by the end of the year.

The Commission also takes the opportunity of this Communication to announce the availability of guidance documents to support global stakeholders, Member States and third countries in their preparations for the implementation of the Regulation, as well as an international cooperation framework to help ensure smooth implementation worldwide.
