SCCS: 7 Opinions open for comments (hair dyes)

They have been adopted during the 18th plenary meeting, on 26 February, 2013, and are open for comments until April 5, 2013. The SCCS has just released seven new Opinions on hair dyes.

HC Blue 17

Background
The hair dyeing ingredient HC Blue 17 (CAS n.16517-75-2) is an ingredient, which is newly introduced on the EU market. The responsible company is submitting a safety dossier for review by the Scientific Committee on Consumer Safety. Industry requests use of this ingredient in oxidative and non-oxidative colouring products with a concentration on head of maximum of 2.0%.

Opinion
The SCCS is of the opinion that the use of HC Blue 17 at a maximum on-head concentration of 2.0% in both oxidative and non-oxidative hair dye formulations does not pose a risk to the health of the consumer.
The discrepancies and uncertainties related to the purity of the different batches should be clarified.
HC Blue 17 is a secondary amine, and thus is prone to nitrosation and formation of nitrosamines. It should not be used in combination with nitrosating substances. The nitrosamine content should be < 50 ppb.
A sensitizing potential cannot be excluded.
