Soytrimonium Chloride: an opinion by the SCCS

The SCCS was asked whether Soytrimonium Chloride may be used in hair dyes products for other purposes than preservation. Its opinion has just been released: due to lack of data, the evaluation of the safety of this substance is this case is impossible. This opinion is open for comments, with a 11 May 2012 deadline.

Soyatrimethylammonium Chloride (INCI name: Soytrimonium Chloride, CAS No 61790-41-8) is a blend of saturated and unsaturated alkyltrimethylammonium chlorides.

In the background of its opinion, the SCCS says that, according to COLIPA (since known as Cosmetics Europe), this substance falls under the definition of Alkyl (C 16, C 18 and C 22) trimethyl ammonium chloride.

Many of these substances are already in the list of the Annex VI of the Cosmetics Directive as preservatives. Some of them are allowed for other uses than preservation.

In this case, the submission concerns the use of Soytrimonium Chloride in hair dyes products for purposes other than preservation, up to maximum 3.0%.

In its conclusion, the SCCS says that the evaluation of the safety is impossible in this case, due to some missing data and studies. It explains its opinion:
The stability of the substance, especially in oxidative products, requires clarification.
No data on its irritant potential is available in this specific case.
In a similar manner, no data is available regarding its sensitizing potential.
As a final point, studies to determine a mutagenicity/genotoxicity potential are also missing.
