Cosmetics for Babies: The Response of Afssaps to the C2DS

The"anti-mallet" campaign launched by the C2DS (Committee for Sustainable Development in Health) in the fall of 2008 had made great noise and alerted public opinion. This group of doctors, chemists, oncologists and directors of health establishments and maternity wards accused the kits offered at birth to young mothers of representing a veritable"toxic cocktail" containing products whose safety could be doubted. We were waiting from the position of the Afssaps (French Health Products Safety Agency) on cosmetics for babies. It has just been made public.

 27 October 2009 Following the controversy and concern arising from the C2DS appeal, the Afssaps (health authority in charge of the surveillance and safety of health products, and therefore cosmetics) has implemented several actions.

The first was an inventory, through a program of inspections and controls of manufacturers of cosmetics for children under 3 years, conducted in collaboration with the DGCCRF (Directorate General of Consumer Affairs, Competition and Fraud Control).

In addition, a working group set up for the occasion was responsible for drawing up recommendations for manufacturers to guarantee the safety of their products.

Control record:"overall satisfactory".

Recalling as a preamble that the regulations do not provide for prior authorization to bet on the market for a cosmetic (even if it is intended for young children), the Afssaps is nevertheless reassuring following the implementation of its market surveillance role.

Of the 35 inspections carried out on a total of 79 products (washing gels, cleansing lotions, shampoos, diaper creams, perfumes, wipes, cleansers, etc.), with samples and analyses carried out, only a few were considered unsatisfactory. Most, according to was in compliance with current regulatory provisions regarding composition, microbiological quality, labelling and the content of the regulatory dossier.
