French DGCCRF: 2023 review and 2024 outlook

On 3 May, the DGCCRF (French General Directorate for Competition, Consumer Affairs and Fraud Control) presented its 2023 activity report and its action outlook for 2024. With several points that directly affect the cosmetics sector.

In 2023, the DGCCRF continued its market surveillance with over 95,000 visits to more than 66,000 establishments and websites.
The SignalConso system recorded more than 270,000 reports. 916 non-compliant or dangerous non-food products were the subject of an alert, including 106 cosmetics.
Among the ‘highlights’ of 2023, the DGCCRF said it had held an initial meeting with the Chinese authorities to work on export certification for French cosmetics in China, a certification it intends to make compulsory.

In 2024

The DGCCRF points out that, as of this year, it is the sole French market French market surveillance authority, and that it will henceforth be responsible for monitoring cosmetics products and establishments, which until now has been the remit of the ANSM.
In the context of verifying the fairness and safety of products, it confirms its focus on the control of nanomaterials in cosmetics, and its intention to contribute on this point to the European Commission’s consultations as part of the revision of Cosmetics Regulation 1223/2009.
