Claims, CMRs, nanos: 3 announcements from the European Commission

At the Rencontres Réglementaires organized by Cosmed in Paris on June 8, 2017, Salvatore d'Acunto, the Commission’s Head of Unit for Health Technology and Cosmetics (Grow D4), provided an overview of the recent news in this field and made a few updates and announcements that caught the audience’s attention!

Claims: guidelines are postponed indefinitely

First, Salvatore d’Acunto mentioned the Commission’s report’s publication in September on the use of cosmetic claims and compliance with the common criteria: overall, the criteria were complied with in 90% of cases.
‘Right now, there are ongoing discussions on specific claims, like ‘hypoallergenic’ or ‘free from’. There is a division as regards these two claims, and it is extremely tricky to reach an agreement on the European level, since there are so many different points of view. We are still working on it, but we have realized that coming to a consensual conclusion with all the parties concerned by the issue is not that simple, in particular with national authorities and the industry, whose position is anything but harmonized. So, before we come to a conclusion and publish the new Guidelines on the use of claims in line with the common criteria, we need to find a basis for consensus…’ In short, and even if we had been promised to get them by late 2016, we have perfectly understood we will need to wait even longer!
