The RACS, a Dubai-based certification body authorized to register products, came to the International Cosmetics Congress organized by Business France and Cosmed in December 2015 to present the cosmetics regulations in the United Arab Emirates.
The regulatory framework governing cosmetics was recently modified with two resolutions adopted in 2014, one for cosmetics, the other for perfumes. This regulation applies to 'all products which are placed on the market or manufactured or imported or supplied or packaged or used within the country.'
The regulatory framework
This new regulation was drafted with three main objectives:
• Ensure safety of all targeted products intended for selling in the local market, by fulfilling technical requirements of mandatory guidelines
• Secure consumers, environment, health & safety requirements in UAE
• facilitate the implementation of regulations within UAE without hindering to trade
Authorities
It is ESMA (Emirates Authority for Standardization and Metrology) that is responsible for drafting regulations and defining their requirements at the federal level.
But it is the Municipalities (one for each Emirate) that take care of market surveillance and inspections. The most active inspectors on the ground are those based in Abu Dhabi, Dubai, Ajman, and Sharjah.
