One year ago, Anses became a new player in the French cosmetics safety landscape. At the Cosmetic Valley’s 22nd Congress on Regulatory Issues - Fragrance & Cosmetics, Sandrine Charles and Élodie Lontsi presented the implementation of their new missions concerning the vigilance and evaluation of cosmetic substances and products.
The Anses is now in charge of the missions transferred to it from the ANSM for the vigilance of tattoos and cosmetic products. The Agency is also responsible for all aspects of “assessment and expertise”, which includes the evaluation of the hazards and risks of cosmetic substances, and provides support to the DGCCRF in the event of questions in connection with market surveillance and health and safety decisions. Finally, it oversees exposure studies.
In France, the Agency interacts mainly with the DGCCRF and the DGS on these issues. At European level, the Agency takes part in European meetings organised by the Commission, in particular the Working Party on Cosmetics and the Standing Committee on Cosmetics, as well as the sub-group on nanomaterials, which has just been reactivated, and the sub-group dedicated to the revision of the “Sunscreen Products” Recommendation.
Assessment of cosmetic substances
In terms of hazard and risk assessment, the main mission of the Anses is to provide scientific support to its supervisory ministries, particularly in the context of current European affairs:
• the Agency is consulted on topical issues raised at European level,
• it comments on the preliminary opinions of the SCCS, with a particular focus on …
