Revision of the Cosmetics Regulation: end of the public consultation... and after?

Révision du Règlement Cosmétiques : fin de la consultation publique… et après ?

This 21 June 2022 marks the end of the public consultation period on the revision of the Cosmetics Regulation 1223/2009. A revision that raises a lot of concerns within the industry, notably on its scope, its concrete effects and its timing. At the Cosmetics Europe Annual Conference, held on 15-16 June, Gerald Renner, its Director of Technical Regulatory Affairs, presented a detailed timetable of what to expect and when.

“There are of course many fears about the change in cosmetics regulations: when will it be effective? Which substances will we lose?” He wanted to be reassuring by detailing the process of the revision, which has been initiated since 2021.

The stages of preparation

• October 2021: a first consultation is organised to assess the impacts of a revision of the Regulation.
• End of March 2022: the Commission launches the public consultation, which is open until 21 June.
During the same period, a consultation and targeted interviews are also carried out.
• 28 June 2022: A workshop is organised for stakeholders to exchange views with the Commission services on the revision of the Regulation.
• From the beginning of July 2022, the Commission services will work to establish the options that will be chosen for the review.
• 29 September 2022: these options, together with the impact assessment, will be presented to the Regulatory Scrutiny Board, an independent body within the Commission that advises the College of Commissioners. If the project then receives a favourable opinion, the process will continue as normal.
• November 2022: after an inter-service consultation within the Commission, the draft text can be finalised …
