France publishes its list of endocrine disruptors

Three Orders were published in the Journal Officiel de la République Française on 12 October 2023. The first sets out the list of substances with endocrine-disrupting properties, the second designates the application that will make information on their presence in a product available, and the third specifies the content of this information.

These three Orders implement one of the provisions of the French Law on Anti-Waste and Circular Economy (known as the AGEC law), which provides that “Any person who places on the market products which, at the end of their manufacture, contain substances whose endocrine disrupting properties are qualified as proven or presumed by the French National Agency for Food, Environmental and Occupational Safety (ANSES) shall make available to the public electronically, in an open format, easily reusable and exploitable by an automated processing system, for each of the products concerned, the information allowing to identify the presence of such substances in these products”.
Decree No.2021-1110, published on 25 August 2021, set out the framework for this obligation. It is now detailed in all its components.

The list of substances with endocrine disrupting properties

Only endocrine disruptors that have been identified by the Anses ((French National Agency for Food, Environmental and Occupational Health and Safety) as known or presumed to be endocrine disruptors are listed in this Order. There are 128 of them.
Of these, 13 are already listed in Annex II (Prohibited Substances) of Cosmetics Regulation 1223/2009.
