On 16 September 2024, Brazil notified the publication (on 2 September) of its Resolution No.898. It details the obligation to describe the composition in Portuguese on the labelling of personal hygiene products, cosmetics and perfumes, replacing the previous provisions.
This obligation applies to all cosmetic products distributed on the Brazilian market.
While the International Nomenclature of Cosmetic Ingredients (INCI) remains compulsory, products must also label their composition in Portuguese.
This may appear on the product’s original label or on a supplementary label. It can also be presented in digital form, via a code on the label that leads directly to the product composition.
The composition in Portuguese must be indicated :
• In the INCI list, in brackets or after a slash, next to the INCI designation of the ingredient, or
• In a second list, in the same order as the INCI ingredients, preceded by the words “Composição (português) :” or “Ingredientes (português) :”.
To do this, the ingredient names available on the Anvisa website, updated regularly and for the last time on 12 July 2024, must be used. If an ingredient is not included, the interested party must request its inclusion, suggesting the corresponding translation.
Companies have a maximum of 36 months to use up the labelling stock of translated ingredients that do not agree with the Anvisa list, from the date of inclusion of the translation in the list.
