Since 9 October 2024, the date on which the amendments to the Cosmetic Regulations came into force, Health Canada has provided operators with a revised form to meet the new product notification requirements. Health Canada is now offering advice on how best to complete the form.
In its communication, Health Canada particularly advises on Section 5 of the form, devoted to ingredients.
Ingredient Name
• Enter either the “INCI Name” or in the absence of it, enter the name of the ingredient in the field “Other Chemical Name”.
• You can search an INCI name, to do so enter at least three characters and click “Find INCI Name”.
-> If the ingredient is in Health Canada’s internal database, a drop-down list of ingredients will appear. Select the appropriate ingredient present in the cosmetic.
-> If an ingredient has no INCI name or is “Not found” when clicking “Find INCI Name”, enter the ingredient name in the field “Other Chemical Name”.
• Click on “Search Ingredient” to validate the ingredient. Any condition that applies to the ingredient will appear in the “Condition of Use” field.
Health Canada is aware that some INCI names that were previously “found” are no longer “found” when validated. Health Canada says it is working on a solution.
You may submit notifications with “Not Found” ingredients. First, check that the ingredient is spelled correctly, including spaces and punctuation. Ingredients should be entered as per the naming conventions listed below, in order of preference: …
